DC Career Site is Hiring a Deputy Director, Operations (Watershed Management) Near Decatur, GA

Salary Range $119,726 - $192,759

Purpose of Classification

The purpose of this classification is to plan, organize, and direct water and wastewater operations for the DeKalb County Department of Watershed Management to ensure the continued supply and distribution of quality drinking water, the collection and treatment of wastewater, the construction and maintenance of collection/distribution service lines, and the provision of operational support services.

Essential Functions

Manages assigned staff; establishes workloads; prioritizes work assignments; evaluates employee performance; makes hiring decisions; resolves employee issues; and administers disciplinary actions as required.

Directs and oversees the operation of a water and wastewater system, to include water and wastewater plants, water tanks, booster and lift stations, construction and maintenance for collection and distribution lines, laboratory services, fleet management, contract services, and warehousing; reviews system data and service reports; provides guidance and support to subordinate managers; assures regulatory compliance; and assists with highly difficult customer service claims.

Responds to emergencies or security/safety situations; responds to emergencies stemming from system repairs, floods, freezes, droughts, or other weather events; reviews and responds to safety issues, accidents, or incidents; conducts emergency management planning and preparation; oversees development of safety manuals and emergency management plans; and collaborates with FEMA in planning or responding to emergency situations.

Conducts administrative management and organizational planning; evaluates, develops, and implements new systems, technologies, policies, and procedures; develops, defends, and administers budgets; makes determinations regarding purchasing, outsourcing, staffing, allocation of resources, and operational improvements; reviews and approves financial, HR, and administrative requests; develops short- and long-range goals; implements operational improvements; communicates operational changes; and evaluates departmental performance according to metrics and goals.

Collaborates with the County administration, Board of Commissioners, regulatory agencies, consultants, other County departments, public works associations/districts, legislative committees, or other groups to plan, coordinate, and problem solve regional water and wastewater management.

Oversees staff development and training, including conducting staff meetings and key staff training.

Prepares operational reports and presentations.

Minimum Qualifications:

Bachelor's degree in Biology, Chemistry, Engineering, Business Administration, or a related degree required (Master’s degree preferred); ten years of progressively responsible experience in water/wastewater management, with three years of management experience for a comparably sized organization or as a deputy director for a smaller organization; and certifications in related field are preferred.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license.
